Announcement: As authorized by the Alcoholic Beverages Article 12-2003(a)(1)(ii) and 12-2004(a)(1)(ii), the holders(s) of a Class "A" Beer & Wine License or a Class "A" Beer, Wine & Liquor License may request a Special Sunday License which allows the license holder(s) to remain open the Sundays that fall between Thanksgiving Day and New Year's Day. Any Class "A" License holder may apply for these Special Sundays. The establishment may be open between the hours of 1:00 p.m. and 9:00 p.m. only and must conspicuously display the provided Special Sunday License.

Announcement: On March 14, 2019, during a public hearing, the Board of Liquor License Commissioners for Baltimore City voted to approve and adopt the rules and regulations for Public Market License located at Cross Street Market and the accompanying Vendor Form.

Announcement: On September 12, 2019, Chairman Albert J. Matricciani Jr. of the Board of Liquor License Commissioners for Baltimore City (BLLC) announced the Board’s meeting dates for the fourth quarter of 2019. They are listed below:

  • October: 10th, 24th and 31st
  • November: 7th, 14th and 21st
  • December: 5th and 19th

Please note, that on December 19, 2019 the Board will hold an evening hearing from 5pm to 7pm.

Announcement: On June 10, 2019, Chairman Albert J. Matricciani Jr. of the Board of Liquor License Commissioners for Baltimore City (BLLC) announced the Board’s meeting dates for the third quarter of 2019. They are listed below:

  • Jul: 11th and 18th
  • Aug: 8th, 22nd and 29th
  • Sept: 12th and 26th

Please note, that on September 26, 2019 the Board will hold an evening hearing from 5pm to 7pm.


Announcement: On March 18, 2019, Chairman Albert J. Matricciani Jr. of the Board of Liquor License Commissioners for Baltimore City (BLLC) announced the Board’s meeting dates for the second quarter of 2019. They are listed below:

  • Apr: 11th, 18th, and 25th
  • May: 9th, 23rd, and 30th
  • Jun: 13th, 20th and 27th

Please note, that on June 27, 2019 the Board will hold an evening hearing from 5pm to 7pm.


Announcement: The Board of Liquor License Commissioners for Baltimore City (BLLC) will be accepting, but not processing new, transfer, or expansion applications during the month of April of 2019. The BLLC will still accept and process Hardship Extension Requests and Requests to Reopen during April of 2019. Starting May 1, 2019 – the beginning of the new license year – the agency shall only accept BLLC 2019-2020 applications submitted to the agency. The agency shall no longer accept and process BLLC 2018-2019 applications starting on May 1, 2019. Below is a list of the BLLC 2019-2020 applications:

  • New and Transfer Application 
  • Financial Form Application 
  • One Day Application 
  • One Day Non-Profit Beer Festival 
  • Substitute Application 
  • Wine Corkage and Growler Fee Application 
  • Alcoholic Beverages Delivery Form 
  • Delivery Registration Form 
  • Pub Tour Promoter’s Permit 

Please note that all of these documents are fillable PDF documents. Starting on May 1, 2019 these applications will replace the BLLC 2018-2019 applications on its website and within its office. Lastly, the BLLC will not begin to accept and process BLLC 2019-2020 applications until May 1, 2019. Announcement: On December 17, 2018, Chairman Albert J. Matricciani Jr. of the Board of Liquor License Commissioners for Baltimore City (BLLC) announced the Board’s meeting dates for the first quarter of 2019. They are listed below:

  • Jan: 10th, 17th, and 31st
  • Feb: 7th, 21st, and 28th
  • Mar: 14th and 21st

Announcement: On February 20, 2019 the Board of Liquor License Commissioners for Baltimore City (BLLC) issued and implemented the 2019 Standard Operating Procedures (SOPs) Manual. The Board takes seriously its obligation to ensure that the agency’s policies and procedures are replicating best practices and are compliant with the law. This year the BLLC worked in concert with agency staff to develop and improve upon the 2018 SOPs that were issued by the Board in February 2018. The Board expanded upon the SOPs from 2018 to include policies and procedures in 2019 that address the following areas:

  • Updated BCIT Audit Policy
  • New – Casino and Public Market Policies and Procedures
  • Updated Scanning and Archiving Policy
  • Improvements to the Posting, Notification, and Processing procedures within the New and Transfer Application Process
  • Cancellation Polices for Pub tours and Extensions
  • 46th District Food Form Reporting Requirements
  • Updated 311 Response Policy
  • Updated Special Investigations Policy
  • Updated Posting Policy
  • Updated Inspection Expectation, Tracking, and Evaluation Policy
  • Updated Policy for monitoring Closed establishments
  • Updated Community Engagement Policy, including CommunityStat Reporting

Announcement: On March 1, 2019 the alcoholic beverages license renewal process for the Board of Liquor License Commissioners for Baltimore City (BLLC) begins. As per State law, the license renewal season ends on March 31, 2019. Renewal letters, 2019 Renewal Applications, and a Frequently Asked Questions (FAQ) sheet have been sent out to all alcoholic beverage licensees. The renewal application, along with the FAQ sheet, and other applicable renewal documents, can be located and downloaded from the BLLC’s Renewal Webpage.


Announcement: The Board of Liquor License Commissioners for Baltimore City publishes proposed rules and regulations for Public Market License located at Cross Street Market.
