T/a Roland Billiards, 428 E. 25th Street – Class BD7 Beer, Wine & Liquor license - Violation of Rule 3.12 “Licensees shall operate their establishments in such a manner as to avoid disturbing the peace, safety, health, quiet, and general welfare of the community” on April 16, 2012 (Re: Police responded numerous individuals loitering outside location and being loud and disorderly) and on April 16, 2012 (Re; Over 100 individuals were inside establishment and police officer had to order crowd to leave several times; one female patron arrested for failure to obey, disorderly conduct and hindering & another female arrested for indecent exposure); Violation of Rule 4.18 “No licensee shall commit or allow the commission on his premises of any act which shall be contrary to any federal, state or local statute, law or ordinance or against the public peace, safety, health, welfare, quiet or morals” on April 16, 2012 (Re: Police observed naked female performing in a blocked off area of the license premises when licensee does not have Zoning or Liquor Board approval for adult entertainment); Violation of Article 2B Section 10-505 “Every person receiving a license under the provisions of this article shall frame his license under glass and place the same so that it shall at all times be conspicuous and easily read in his place of business ...” on April 16, 2012 (Re: Licensee had to retrieve license from a back room area)

Montford Avenue – Class BD7 Beer, Wine & Liquor license - Violation of Rule 4.15 “No licensee shall allow his premises to be used for the purpose of gambling in any form” on April 17, 2012 (Re: Undercover police officers witnessed payoff to a female patron playing a video gaming machine on the licensed premises) and on May 23, 2012 (Re: Execution of search and seizure warrant; cash, circuit boards and power packs seized from the video gaming machines on the premises)

T/a Ze Mean Bean Cafe, 1739-41 Fleet Street – Class “B” Beer, Wine & Liquor license - Violation of Article 2B §201(a)(2) “A person may not sell, or suffer to be sold, or for the purpose of sale, transport, buy, possess, keep or suffer to be transported, bought, possessed or kept in any vehicle, vessel or aircraft or on any premises or under the person’s charge or control any alcoholic beverages except on premises licensed under this article unless otherwise provided for in this article” on July 5, 2012 (Re: Liquor Board Inspector was able to purchase alcoholic beverage on a date when the 2012 license had been seized by the Board because the licensee had failed to appear at a public hearing on June 28, 2012)

James T. Queen, Three Wise Men, LLC T/a New Edison Lounge, 3133-35 E. Monument Street – Class BD7 Beer, Wine & Liquor license - Violation of Rule 4.18 “No licensee shall commit or allow the commission on his premises of any act which shall be contrary to any federal, state or local statute, law or ordinance or against the public peace, safety, health, welfare, quiet or morals” on July 13, 2012 (Re: Charter of limited liability company is not in good standing with Maryland Department of Assessments and Taxation); Violation of Article 2B §10-301(j)(1) “ In Baltimore City, unless a licensee presents to the Board of Liquor License Commissioners by June 30 of the respective year, a certificate issued by the Director of Finance, showing that there are no unpaid taxes on the merchandise, fixtures and stock of the applicant due to the City of Baltimore or the State of Maryland, the renewal license shall be immediately suspended without a hearing but thereafter shall be immediately returned without a hearing upon presentation of such a certificate” from June 30 to date (Re: Licensee has not submitted proof of payment of personal property tax for period 2010-2011 and 2011-2012 as required)
