Richard Davis, Steel Drum, LLC T/a Steel Drum Cafe, 771 Washington Boulevard – Class “B” Beer, Wine & Liquor license - Violation of  Rule 4.10(a) “No licensee shall purchase alcoholic beverages except from a duly licensed manufacturer or wholesaler; nor shall any licensee sell to any other licensee any alcoholic beverages; and no licensee shall, at any time, keep or permit to be kept upon the licensed premises, any alcoholic beverages unless purchased in accordance with the Rule” on January 6, 2012  (Re:  Licensee purchased alcohol from another retailer); Violation of Rule 4.18 “No licensee shall commit or allow the commission on his premises of any act which shall be contrary to any federal, state or local statute, law or ordinance or against the public peace, safety, health, welfare, quiet or morals” from May 1, 2011 to date (Re:  Licensee does not have 2011 Trader’s license as required by Business Regulation Article of Annotated Code of Maryland §17-1804 in the name of Steel Drum Cafe, LLC)

Haven Street – Class “B” Beer, Wine & Liquor license – Violation of Rule 4.01(a) “No licensee shall sell or furnish alcoholic beverages to any person under twenty-one (21) years of age or to any person with the knowledge that such person is purchasing or acquiring such beverages for consumption by any person under twenty-one (21) years of age” and/or Violation of Article 2B §12-108(d)  "No licensee, proprietor, or operator of any establishment dispensing alcoholic beverages shall permit the consumption or possession of any alcoholic beverages by a person under the age of twenty-one years upon said premises no matter by whom such alcoholic beverages shall have been purchased or from whom obtained…"  on January 21, 2012 (Re:  Eighteen year old male patron in possession of a glass of alcoholic beverage); Violation of Rule 3.06 “Licensees shall operate their establishments at all times in accordance with the requirements of the Health Department of Baltimore City, the Building Code of Baltimore City, and the rules and regulations of the Fire Department of Baltimore City” on February 3, 2012 (Re:  Kitchen appear unsanitary and was not in use for a licensed premises of a Class “B” Beer, Wine & Liquor restaurant); Violation of Rule 4.20 (a) “No licensee shall make any installation or alteration on a licensed premises or change the manner in which alcoholic beverages are dispensed without the prior approval of the Board” on February 3, 2012 (Re:  Bar added to dining area without knowledge or permission from the Liquor Board) and Violation of Rule 4.20(b) “No licensee shall make an installations or alterations on the licensed premises until a permit therefore has been obtained from the Bureau of Buildings of Baltimore City, and until the approval of the Fire Department and Health Department of Baltimore City has been secured, where said approval is required” on February 3, 2012 (Re:  Bar added to dining area without permits being obtained for work)

Marlo Wilson, Incognito Tavern, T/a Incognito Tavern, 424 S. Payson Street - Class BD7 Beer, Wine & Liquor License - Violation of Rule 3.01 “Every licensee shall be the actual owner and operator of the business conducted on the licensed premises.  The identity of any person, not a licensee, having any financial interest in said business shall be disclosed to the Board in writing” from December 12, 2006 to date (Re:  Licensee failed to disclose the ownership interest of Toney Fowlkes); Violation of Rule 4.16 “No licensee shall allow his premises to be used for the purpose of possession, transfer or use of any narcotic drug”  from November 2011    (Re:  Trash from licensed premises included suspected marijuana and razor blade with residue of suspected cocaine) and on December 3, 2011 (Re:  During execution of search and seizure warrant, suspected marijuana recovered from person on premises); Violation of Rule 3.12 “Licensees shall operate their establishments in such a manner as to avoid disturbing the peace, safety, health, quiet, and general welfare of the community” on December 3, 2011 (Re:  Semi-automatic handgun, cartridges, suspected marijuana, scales, smoking device, metal grinder and bags containing suspected marijuana recovered during execution of search and seizure warrant from second floor of building where licensed premises is operating on first floor); Violation of Rule 4.18 “No licensee shall commit or allow the commission on his premises of any act which shall be contrary to any federal, state or local statute, law or ordinance or against the public peace, safety, health, welfare, quiet or morals” on December 3, 2011 (Re:  Second floor of premises being used without Liquor Board or Zoning Board approval) and from May 1, 2011 to date (Re:  Licensee does not have 2011 Trader’s license as required by Business Regulation Article of Annotated Code of Maryland §17-1804 in the name of Incognito, Inc.); Violation of Rule 3.06 “Licensees shall operate their establishments at all times in accordance with the requirements of the Health Department of Baltimore City, the Building Code of Baltimore City, and the rules and regulations of the Fire Department of Baltimore City” on February 10, 2012 (Re: No Health Department permit on the premises)
